What We Do
Supportive Living Services are at the heart of what we do. We partner with individuals with intellectual and developmental disabilities so they can live in their own homes or in shared community settings with the support they need to thrive.
Through the DHS DDS HCBS Waiver, our Supportive Living team assists with daily living activities such as personal care, meal preparation, medication assistance, transportation, and household management.
Our Supportive Living Services are designed to build independence, strengthen social connections, and develop everyday life skills while always promoting health, safety, dignity, and choice. Every support plan is tailored to the person’s unique needs and goals, empowering them to direct their own lives and participate fully in their community.

Regulatory Authority and Program Oversight
GOALS CES Services operates within a comprehensive regulatory framework to ensure the provision of safe, ethical, and high-quality services.
The organization is regulated by the Arkansas Department of Human Services, Division of Developmental Disabilities Services (DHS DDS), and must comply with all applicable state rules, policies, and licensing requirements. In addition, GOALS CES Services is subject to Medicaid regulations and oversight, as services are funded through Medicaid reimbursement.
The agency also operates under the Home and Community-Based Services (HCBS) Waiver, which establishes specific federal and state standards related to person-centered planning, service delivery, health and safety protections, documentation, and compliance monitoring. Adherence to these regulatory authorities ensures accountability, regulatory compliance, and the protection of the individuals served.
